Placing an image on another...

I want to design a toolbar and I have the actuall bar designed and I want to place other images already designed on top of the bar.gif..how do I do that in Photoshop 5.5?

Create a new layer above the layer(s) for the toolbar. Place your new image in that layer and adjust the transparency/opacity of that layer to the desired effect. Save it as a gif.

When I create a new layer, it just renames the gif to Layer 1, 2, etc.

Yeah its supposed to do that. Your photoshop manual should be able to give you info on this as well.
