Slow Scrolling List Boxes

I've noticed recently (couple of months) that ListBoxes I have included in my apps operate differently than in the past.  While scrolling, the items display "rubber-ry", and easy to pull mouse ahead of scroll button.  This effect also occurs in apps that I had written quite some time ago (when the described behavior was not present.)
No real problem...just wonder what might have changed.

It's not you or your VB apps...
It's just the way that Windows98 works, it moves the listboxes in a different way.

If you want the old behaviour in your computer, you can install TweakUI 98 (somewhere in your win98 cd, under the reskit folder) and you'll find an option to change the behaviour of the listboxes there.
