String concatenation in TransactSQL

What's wrong with this statement?
RAISERROR ('Mortgage No. ' + CAST( @MortgageId as varchar)  + ' properties not found' ,12,12)

This works fine:
DECLARE @msg varchar(60)
SET @msg = 'Mortgage No. ' + CAST( @MortgageId as varchar)  + ' properties not found'
RAISERROR ( @msg ,12,12)

You can't concatenate strings in the raise error, this is tha same for EXEC and Print

for raiseerror you need

RAISERROR ('Mortgage No. %d properties not found' ,12,12,@MortgageId )
