PERL for win32 and ACCESS97

How can I connect from a CGI PerlScript to Access97
and make SQL queries ??

Well CPAN has scads of Database drivers for perl, but I didn't see one for access97.. but I got a lot of relevant hits on access.. You might want to try there and see what you com eup with...

DBD::ODBC is the driver you want I think.  It talks about Microsoft Access and will probably be your only solution.  You can get it from CPAN like all the rest of the drivers.
