If you're telneting from an X server you can start an X client like Netscape from a telnet session.

GUI's can only run on machines which have Xservers running.  This is almost every unix/linux machine.
Windows users need to install software (similiar to XWinPro) before they can display GUI's.

You also need to set your DISPLAY setting to the name/IP of the machine on which you want to display.
(In csh:
setenv DISPLAY <name/IP>
)
