I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

To change the keyboard layout to that of another language you need to have installed the keytables file (usually done when you install the system) and you may need to reboot when you have selected the keyboard language required for it to take effect
If you can't use your keyboard as soon as you boot up, do a install again but do not reformat disk and during the process look out for keyboard layout, pick the one required n.b. because you are not reformating the disk it is not necessary to install everything, this will save time.
