Can a dual processor motherboard support two cpus of different ratings, i.e. a 400Mhz celeron and a 600Mhz P3
or a 400Mhz celeron and a 500Mhz celeron

Yes but you'll be forced to run at the speed of the slowest CPU.  Also, there are possibly incompatibilities is the two CPUs are of different mask revisions or Rev. Levels.

In your question, however, it's not possible to run a Celeron with a P3. They are not compatible.  Two Celerons or two P3s are OK.
