Net Send message under Windows NT

I would like to know how to:

1) Get all the available users on the network (worstation names).

2) Send a 'Net Send' alert message. i.e. What is the API call I would use?

You should install NETBIOS. All computers with microsoft services installed should be shown in network neighbourhood. To send messages you shold start WINPOPUP service which will enable the messaging and alerting
