Telnet from Win98 to RH 6.1

If I use telnet on Windows98 box to access the linux RH6.1
I enter root and password but this is rejected by the linux box

I own both machines and only use the root account on linux

Both the hosts.allow  and hosts.deny are empty

Any help appreciated.

1. solution (moderately secure one): telnet as some other user, then su - to root

2. solution (slightly more secure): telnet as some other user, then run those root commands with sudo

3. solution (insecure! You HAVE to edit /etc/hosts.allow and /etc/hosts.deny for this!): edit /etc/login.defs to comment out the line which reads CONSOLE=... or edit your pam configuration (maybe /etc/pam.d/login and /etc/pam.d/rlogin to comment out the line
auth    required       /lib/security/ in both files (don't know where they are on RH6.1, I run suSE...)

4. solution (secure, preferred): set up ssh on the linux box, then get TeraTerm and the SSH extension for TeraTerm...
