"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You have a few options.  There is setup manager under KDE in Xwindows for creating Dialup accounts.  I want to say it's kppp, or kpppd something to that affect.  It is on one of the menus while your in KDE.  It just asks you to set up comports, give the # your dialing and login/passwd.  If you choose to do this via command line you will need to create a few files in /etc/ppp.  Called PAP (Password Authentification Protocol) you will need a pap-secrets, chap-script, options, and a few other scripts Creation/modificatoin of the /etc/resolv.conf might also be required.  There are many sites on the web that have detailed information on PAP.
