can anyone tell me what E164 is?
and what is H.323??

H.323 is a  family of protocols for tranmitting multimedia content...namely, video, audio and data for point-to-point or multi-point collaboration.  An example of a program that implements H.323 is NetMeeting from Microsoft.  It is included in the Internet Explorer download.  It was developed mostly by PictureTel and Microsoft and submitted to the ITU and it was accepted as a standard.
