Unable to browse the network

Sometimes I get the tthe message 'unable to browse the network' when clicking on the network neighbourhood icon. I'm running windows 98 second edition. If if use 'Find/computer/....' I can acces the network resources. Do you know of a solution to this problem ?

This probably happens only when you start the computer and within the first 10-15 minutes.  The reason is that the Network Neighborhood takes a bit of time to display the resources, since it is waiting for:
a) all networking services to start; and
b) the browser service to obtain all the available computers and resources from the network.

Nothing can be done about it, other than mapping a drive to a specific share you know you will need as soon as you start your computer, and forcing reconnection at logon.
