Resolving "enqueue wait" & "enqueue timeout"

Is increasing enqueue_resources the
only way to resolve "enqueue wait"
and "enqueue timeout" problems??

We currently have around 100 concurrent
users in our database, although I've
set enqueue_resources up to 50000 already (max value is 65535), but we're still seeing over 300 occurences (each)of EW and ET accumulated in a week's time.

Am I worrying over nothing??  Thx
