You really don't 'join' Apache you submit code
See http://dev.apache.org/mailing-lists.html for details
on how to submit code.  Once you have 'proven' yourself
to them then they invite you to 'join' their team.  This
isn't easy, and you should lurk on the mailing list before
posting.

The same goes for Jakarta, but since they are a more new
project they are probably more likely to take good code.
