How to configure my Apache/1.3.4(Unix) to run Java CGI ?

How to configure my Apache/1.3.4(Unix)
Suse/6.0 in order to activate my CGI script.
I have written a JAVA CGI and I am trying to call it via a Script
I am getting this error from my httpd.error_log

my error ----------------->
/usr/lib/java/bin/java: /etc/rc.config:Permission denied
Premature end of script headers: /usr/local/httpd/cgi-bin/get.cgi
--------------------------->end of error

It doesn't realy look like a Apache configuration problem...
Did you start the Apache server as root/on boot time?

Have a look at your httpd.conf file. What say the user/group
directives? They set the user/group-id as which the server will
answer requests and run cgi-scripts.

Make sure that the referring user has the right to read the
/etc/rc.config file.

Also make sure your CGIs have execution permissions...
