(a) use four(4) 8:1 MUXs

(b) use eight (8) 4:1 MUXs and other gates, if necessary

(c) use one (1) 1:16 DeMUX (that is 4:16 DEC)

(d) use a PLA (specifically, use either PAL16L8  or FPLA 82S100)

(e) use logic gates

You really should review the Experts Exchange policy on asking for experts to do your homework problems for you.  Why don't you go work on this for a while and then come back with some wpecific questions......
