I have a fatal oe message. Help what does it mean?

I have a home built computer.
It has Cyrex 200 processer
it has a sound pro card
it has 40 mgs of memory
it has a 2.6 gig fujisu HD
and a cdrom
I bought used and had it checked out so i tried to install Windows 98 and it was doing find untill it was doing its last intalling files and then it shut down and this message came up ( A fatal exception OE has occurred at 0028:C0044BD1. The current application will be terminated.) Then i had to restart my computer but all it will do is restart windows 98 setup again. What does this message mean and how do i fixe it.

Spice, reboot the PC, if there is an error during the install, the installer is supposed to restart and try and diagnose the error. OE errors are either a memory problem or disk read/write error to the HD. Let me know what occurs after you've retarted the installation.
getting this message during setup is a bad sign.  The reason setup was restarted afterwards is because it was not previously completed.

there's about a million technet articles relating to the exact error you are getting.

Do you have:
1)  a cd burner
2)  norton anti virus installed on the system
