Exchange Public Calandar

Is there a way to create a Calandar in the Public folder or anything equlivant?

Yes.  Go to the public folder.  (It must exist and you must have appropriate permission to create items in it.)  Right-click the folder then select "Create Subfolder".  In the "Folder Contains" box, select "Appointment Items".

Sorry, I should have mentioned that the instructions I gave were for someone using an Outlook 97 client.  If you are doing this from Exchange itself, the principal is the same but the details may be slightly different.

I wonder if there is a way to set permissions on the items created...

Yes, if you have adequate permissions,you can right click on the item (calendar), select "properties", then click on the "permissions" tab.
