Download and install the Windows 2000 Resource Kit tool named CConnect.exe on each client computer
This tool work on NT4 and W2000 and allow limit concurrent conections etc
For more info see support article "Limiting a User's Concurrent Connections in Windows 2000 and Windows NT 4.0"http://support.microsoft.com/support/kb/articles/Q237/2/82.ASP

Unfortunately ResKit2000 available on Technet and NSDN CD only

Only allow the client ONE IE window ??
What concurrent connections do you want to limit ?
Web access, NetBIOS ?
Licensing could be used ?
