What's wrong with my Outlook 2000 client?

The user can receive ingoing email but is unable to send outgoing email using Outlook 2000.  The user's profile is properly configured with "Internet mail" and "Exchange server" services.

Based on MS Article ID:Q240347, I followed the directions to turn  
on Outlook 2000 logging.  When the client software encounters the problem it makes this entry in the log files:

what do the "WSA.." errors mean or what do they represent?  
I think I've discovered a yet undiscovered bug (my first).  I feel wasted and defeated, any help would be appreciated.

You cannot use two diverrent profiles.

Internet Email means a direct connection to a ISP.

Exchange means that the client connect to a exchange server local and that the exchange server sends.

So use The exchange settings or the Internet mail settings not the 2.

The user is not using two different profiles.  "Internet mail" and "Microsoft Exchange server" are two services amoung other services (Personal folder, Address book etc ) which can be added to a users profile.  I have found that when I add the "Exchange" service to the user's profile the problem of no outgoing mail occurs (no outgoing Internet mail but Internal Exchange mail works fine).  My only clue  lies in the Outlook logging file called "smtp.log" which I need help to interpret.
Did you have set to use port 25 and port 110??

25 for sending 110 for recieving.
