How do I get my backround on my web page to slowly move back and forth?

You need to use something called an "animated GIF" file.
Search the web using those keywords and you will find out.
You will probably have to tile the GIF file or it will take too long to load.

The best way is to use GIF animators. Ulead's GiF Animator 4.o is a nice and easy one to use. get it from www.ulead.com
