USB device program under win98

Now I want to know how can I program USB device under win98? I'll develope a mp3 portable player with USB port interacting with the PC.

You don't have to program the device, you only need to write a device driver (VXD) that takes advantage of the USB port when the device is plugged in.

Do you have access to Microsoft's Developer Network (MSDN)? You may be able to obtain a copy of the Windows 98 software development kit from there that will assist you with the driver unless the unit you want to use already has one.
