You have different ways, it depends essentially on the technology (language) you want to use to make your CGI.
Using Perl is good because it works on Mac, Windows, and unix.
to interface your database to your perl scripts, you would need the DBI & DBD packages that are available at the CPAN www.cpan.org
those are generic interfaces to the most commonly used database engines (MySQL, Oracle, Sybase...)
