what is the vga card ram major function, what is the effect if there are more MB of ram for a vga card ram?

More important is that the graphic card can handle more graphic information.  As you increase your resolution & number of colors, the required memory increases.  Once you are beyond that, then the increase is used to run the graphics faster & smoother.
In the old days, the VGA RAM is used to store graphics (or text) displayed on monitor only.
But, in these days, the new VGA cards can also speed up 3D images drawing. (for many games)
So, today VGA cards need large RAM space for 3D acceleration also.

is it our monitor will effect our monitor resolution. let said if i add more vga ram but still get the same graphics output. what is the problem?
First, how much video ram do you have?
What is your resolution set to?  What is your monitor capable of?  
what is your graphics card?  Is it capable of taking extra memory?  What resolution do you want? Answer as many of these questions as you can and don't worry about the rest.  If you can answer some of these, we can probably answer your question.

my vga card is s3virge pci (325) with 2mb ram and has 4 empty slot that can inside vga ram. resolution setting 800*600 in 64k color. sorry for what is monitor capable stand for?
Do you know how to change the resolution & color settings?  Are you running Windows 95 or 98?  This is an older computer, like early Pentium or a 486, right?
If you change the resolution to 1024x768, what happens?

yes i know how to change the resolution & color settings and i am using windows98. my computer is pentium 200 mmx with 64 mb ram. when i change the resolution to 1024x768, the display is ok, just if i using xingmpeng to watch movie the screen not run smoothly.
Good!  If you increase your video memory the movie should run smoother!
