HTML anchors with paramaters

I've got an HTML file that uses the <a> tag to jump to another document.  Everything works unless a parameter is given ex.
www.hi.com#jumphere?param=testing

When this is run by IE then the param returns null.
Netscape will return everything up to the first space.

I use WebSphere and java servlets to get the paramterss

with out the #jumphere in the link the link works correctly but does not jump down in the page to where it needs to
