are you viewing the HTML document in word or a browser?

Don't paste the picture but choose for Insert/Image/From file and select your animated gif.  If you paste the picture Word saves it as a not-animated gif.

I don't think Word can change whether the image is animated or not.  If you have an html file and it has an image pointing to an animated gif.. if you open that in a browser the image will come up as animated.

can you post the url?
If it is not on the net then
I would try creating a HTML page and using the img tag like below
<img src="filename.gif">
insert the image and see what happens.

Check the folder in which you saved your html-page whether your picture abc.gif is animated or not.
I hope we are talking about an animated gif (check the extension).
