Opening new browsers without toolbars in them

I know how to use the TARGET="_blank" command to open a new browser window with a link.  

Is there any way of controlling whether the toolbars appear at the top of this window?  I would like for them not to!

I have a piece of code in Javascript which will do this, but I was wondering if there was an HTML command for it.

No. HTML cannot change the properties of a browser window, therefore javascript was invented, so Javascript must be needed to open a window without the toolbar. Since you have this code, it's not necessary for me to post such a code. Just use your javascript, why would you need only HTML if javascript provides so much more functionality to it. Well hope this helps you out.
