I am looking for a way to get the time
of the last copy/cut operation which changed the clipboard.

You could create a 'ClipboardViewer' which is notified of changes and registers the moment this happens.

The Windows clipboard. There is an example of a clipboard viewer in the Online Help on the WIn32 API, do you have access to that?
