Setting Default Task Programs

I used to be able to do this task, but forgot and need your help. How do you
set which application will be the default JPEG viewer, text reader, etc. I
thought you had to right click My Computer first, but I can't seem to find
the menu that allows me to set my default programs. Can you help me remember
how to do this?

There is a way to do it in Start-settings-folder options-file types.  There, you may assign the file association. Search for the "jpg/jpeg/Text document" files and click "edit",  select the "open" action,  click the [edit] button, amend the Application to perform action or browse to the path of your assigned program.  

Here I would like to take a shortcut/brief method as followings: -

Use window explorer, select the jpg file or txt file. Press <SHIFT-right click of the mouse>, i.e. Hold <shift> key and right click the mouse. A context menu with an option "open with", select the "open with". Follow the programs list and select the program to associate with the file type.
Checked the box [x] Always use this program to open this type of file.

Click OK. Then the file type is re-assigned to new program.
