change wallpaper on another computer on "net"

how can i change wallpaper on my friends computer from my Delphi app, e.g friends computer is on "local area network" with computer name "S1_LOC"

1. i want to change his wallpaper remotely

No, i'm not. in my company all people have to get the same wallpaper e.g logo of the company

It's not possible to alter another machine remotely.  The only thing you can do is what yingkit suggested - a client/server application.  Perhaps the client can wait for incoming messages and perform certain actions when certain messages are received.  (I have an application similar to this which I use for network development.)
