The first thing that comes to my mind is that your video card accelorator settings are set too low.  To check right click on my computer and go to properties, go to the performance tab, then click on graphics.  The slider should be all the way to the right unless you had video card problems in the past the caused you to move the slider.  reboot.

Other thing... check to see what color depth you are using (256 colors, 16-bit) and please post if before mentioned solution did not work.

This problem is usually caused by a corrupted Cache file for the Icons.  Fixing it is simple.  Search for the file 'ShellIconCache' (in the Windows folder) and delete it, then reboot.  You may need to enable 'Show all Files' in order to see this file.

I tried to find  that file  on  my  system  for  the  exact  same  fix....will  someone  post  the  EXACT  path  so  I can  verify  if  this  works?
