Did you reformatted the disk before installing w98?  If not do a thorough scandisk and then defrag.

You're using an old version of Netscape aren't you?  The really old ones that ran on 16-bit Windows 3.1 contained a lame dialer that many ISPs packaged along with Netscape to send to their customers.  With Win98, you don't need to install ANY additional software to have a dial-up internet connection.  Just install the Win98 Dial-Up Networking (in fact, this installs by default if you have a modem so it's probably already there).  Then, get the configuration information for the dialup from your ISP and create a new Dial-Up Networking connection using the:

My Computer>Dial Up Networking>Make New Connection

icon.

Then use Internet Explorer (which is also included with Win98) after dialing your ISP.  If you want to use Netscape, get the latest (v4.7) from www.netscape.com.
