HTTP error 403 (forbidden) on file. help?

Hi,
I'm using frontpage to upload my site to bizland,
and i have this problem:

1. i'm getting alot of http 403 (forbidden) errors on 1 file in my root directory. everything else seems fine.
ir looks like security issue, but i dont know how to fix it.

Does anyone know why this happens?
And how to fix it using frontpage 2k?

Thanks,
Jan Vries.

it probably happens because the file doesn't have the right permissions set.  if you're using FTP to transfer the file (in other words the site you're using doesn't have FrontPage Server Extensions) you can download an FTP client from any good download site (download.com, Tucows, whatever) and then use that to set permissions.

if that's not it, well, then I'm not sure.  hard to tell from the little information I have.

The server has frontpage extensions,
and the problems occures not all the time. from the IIS logs i can see, most of the users end up with 403 on the file, but some SUCCEED in downloading the file (http 200).

I have noticed users using the program GetRight, are having the most 403 errors hits.

i cannot talk to any of my users cause i dont know them...

hope this gives you more informtaion.
if more is needed, please tell me what.

Thanks,
Jan Vries.
if it's not too much to ask, could you paste two of the lines from the IIS log file?  one with a 200 and one with a 403?
Sure,
here they are (both from today):

403
---
pec-47-27.tnt6.me.uunet.de - - [23/Dec/1999:04:00:19 -0500] "GET /setup.exe HTTP/1.1" 403 219 "-" "GetRight/4.1.1"

200
---
blv-proxy-02.boeing.com - - [23/Dec/1999:04:35:33 -0500] "GET /setup.exe HTTP/1.1" 200 158318 "-" "Mozilla/4.0 (compatible; MSIE 5.5; Windows 98)"

Thanks again,
Jan.
hmm... no noticable difference from here.

are you using virtual hosting (e.g. multiple hostnames on a single IP, so HTTP/1.1 host information is necessary)?
maybe, the site is on Bizland.com (www.bizland.com) which is a web hosting service. i dont knkow how they manage the accounts. i could ask them, is this important?
Does the site suport resuming?  If not, possibly the GetRight is trying to lock into the file which is not allowed.
It looks to me that BizLand is a hosting service, and since they're doing it cheap I believe they have to be using virtual hosts.

Then, if GetRight doesn't send the Host-header to the server when it requests the file, the request will be treated as if it was sent to the server's IP and not the host it was intended for.  The result is that they may get a 403 forbidden.

Could you tell me the URL of the page you're on?
Sure,
I'm on http://osknow.bizland.com

What you say about GetRight might be right, but i did get 403 from places not using GetRight (but there is something about GoZilla there..):

uds138-117.dial.hccnet.nl - - [22/Dec/1999:09:49:38 -0500] "GET /setup.exe HTTP/1.1" 403 219 "http://softseek.zdnet.com/Business_and_Productivity/Microsoft_Office/Outlook_Add_Ons/D_30201_index.html" "Go!Zilla 3.5 (www.gozilla.com)"

One more thing,
maybe bizland fixed something, cause i didnt get any 403 (not including GetRight) today, and they returned my email saying the permission are OK on the file.

very odd...
