If you are setting up a server (or even a website), dont make pages that don't need to be parsed for SSI, be parsed.
In otherwords, if a page has no SSI in it, make it a .html page, and if it does, then make it a .shtml page (or whatever you configure the server to call them).
This is because, the server has to do more work, open up these pages, parsing through them, to find nothing. It is too much strain.
