By using ADO in concordance with a OLEDB data provider.
Set your ActiveX as a dataprovider
For any more detailed response you would need to tell me what you are wanting to do with it.

Establish all your sql server connections in an ActiveX dll.

Functions such as update(sql string)
Add(sql string)
Retrieve(sql string)

register this dll on your machine.

You can then call these functions from any other vb application you develop on the machine where the ActiveX dll was registered.

I'm not sure if this is what you wanted to know.
