MP3 encoding

okay I want do that:
broadcast with vb... I have 2 computer.. A -B I want the computer A get the linein and encode it to mp3, and I want send the result to the computer B, this one get the result and put it on the lineout... someone can help a bit I don't know where I can begin :)

Get accustomed to TCP/IP,  and use the winsock command to transfer segments of the file, over to the secound computer wich puts them back together and uses the media control to play it.

I could right it for you but it is not worth 200 points, maybe if you made it 2000 I would right the hole thing and give you the actual code, not the idea.

hmm not exactly because I don't have a file.. I Want get the lineIN... for 3 hours but send it on a "lag" of 5 min... so I need to send always linein without the file is finish... and yeah I can give you 2000 point or more for a great code... I have some small budget...
