Adobe PhotoDeluxe 3.1 won't load

I get this error msg when trying to start the program: "the shell 32.DLL file is linked to missing export SHLWAPI.DLL:SHRegUSValueA"
This if followed by a statement that "A device attached to the system is not working"

It has never worked, although another program, Professor Franklin, that came with the scanner does.  I have uninstalled the Adobe Photo program and reinstlled, but to no avail.

Close Adobe Deluxe. In the directory where Adobe is installed, rename the filew shlwapi.dll to shlwapi.old and urlmon.dll to urlmon.old.  Follow the steps listed below:
1. From Windows Desktop, click Start, Find
2.click Files or folders
3. in the Named: box type: schlawpi.dll verify that the Look in: box shows the C:\(where C is the drive the Adobe software is installed on.)
4. Clink Find Now
5.  In the results box, right-click to the file located in the PhotoDeluxe subdirectory.  Click Rename, then rename the file to : shlwapi.old. Press ENTER on the keyboard
6. follow this sprocuedure to renane the urlmon.dll file to urlmon.old.
7 clo9se the find screen and reboot the computer
