IN VB, THERE IS A CONTROL CALLED MSCHART CONTROL WHICH IS AVAILABLE FOR DRAWING CHARTS.  FOR THIS YOU SHOULD ADD THAT CONTROL LIKE ANY OTHER ACTIVEX CONTROL INTO YOUR PROJECT.

THAT CONTROL HAVE SO MANY PROPERTIES, THAT DETERMINES THE TYPE OF THE CHART, X AXIS, Y AXIS ETC., THESE PROPERTIES CAN BE EASILY SEEN FROM THE PROPERTY PAGE OF THAT CONTROL.

THIS CONTROL ACCEPT A TWO-DIMENSIONAL ARRAY FOR THE DATA AREA WHICH IS GOING TO PLOT.

YOU CAN EASILY FOUND ALL THE NEEDED HELP IN THE ONLINE HELP SECTION IN VB, SEARCH BY THE WORD "MS CHART".

IN ACCESS YOU CAN IMPORT A FILE, AND CONVERT IT AS A TABLE.  FOR THIS CREATE A DATABASE, AND IMPORT THE TEXT FILE INTO THIS DATABASE AND SAVE IT AS A TABLE

yes, the source code for the above can be found in VB Online Help.  You can easily found that code.  It is too large to state here.
