Where can I find software that will allow me to have my users create their own websites online...

There are some commercial solutions you can try:

You can try WebSiteNOW for free at, this runs on lots of different types of platforms, including GNU/Linux, and is used by big sites:

companies, some which offer user website creation software.

Here is a commercial solution called Site Studio written in java, but they allow you to look at their source code:

Finally, here is something written in Perl, and it is under the GPL License,  it's not fancy, but it may provide you the code you need to make something really nice since it has the basic stuff needed to build on.  And ofcourse, you could help with this project by contributing code.

I have found what I am looking for already...  not perfect but really close and relatively inexpensive...

I am glad you found what you were looking for, and you liked the links I provided.  If I find a complete "full featured" Perl Open Source solution in the future I'll update this answer via a comment.  I think it will be coming from the webware suite project.
