Make a Specific Document editable by all.

We have a Lotus Notes database which has most all users in a group in the ACL with "Author" access, meaning that when one user creates a document, only that user can then edit it.  

We want to have ONE specific document in the database be "editable" by all.  Is there a simple way to do this?

Yes it is possible,

Use field $PublicAccess to achieve this, set the value of this field to "1" in that particular document.

That sounds like a good solution, but I looked at the "Document Properties - Fields" and didn't see any field named $PublicAccess in any document of this database.  

So how does it get there?  and also how does one update this field to be a "1" (ie.  Can this be done without writing an agent to accomplish the creating of this field, and setting its value via agent?)
Yup, an agent with  "on selected documents"  with the Formula
FIELD $PublicAccess :=1;
