"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

how can I make a url like that ?

They are using the character entities iinstead of the characters

%7e = ~
%63 = c
$72 = r
%65 = e
%64 = d
%69 = i
%74 = t
%72 = r
%65 = e
%70 = p
%61 = a
%69 = i
%72 = r

So the URL is http://3520111400/~creditrepair/page1.html

The entire sets can be found at

Just put a % before each hex number.

they also change the regular dotted IP address to a "dotless" one.  it is constructed by multiplying the regular IP numbers by 256^(0-3).  e.g: = 127*256^3 + 0*256^2 + 0*256^1 + 1*256^0 = 2130706433
