Caldera 2.3 monitor viewing

I have Caldera 2.3 installed and have the Netscape view properly fitting my monitor area.  However, when I click on 'Preferences' to set up my mail program, the bottom end of it extends off the monitor so I cannot complete my selection.  Help, in plain English would be appreciated.  Thanks

right click on the top of the window,(example, where it says Linux Setup Question - Netscape) now click on restore. if that doesn't work, say what happens verbosly.

'Maximize' properly adjusts the width.
'Restore' exceeds the width.
Both leave bottom of page well below viewing area.
For example, in 'mail and newsgroups', the bottom readable line is 'Opens news groups in a messenger window'.  I have no idea what is below that line.

that aint the way it works on my machine.
download KDE.
if you need help setting it up that is a totally different question
