How to setup numlock
I want numlock to come on when I start Linux Mandrake 6.

/etc/rc.d/rc.local (or any other place that gets run at system startup / user logon)

But it stops when I start XWindows.

Try setting up a .Xmodmap file in your home directory.
If you already have the file, just add this to the end.
The "NumLock" light will not be lit but the keys should work. The file should look thustly:
keycode 79=7
keycode 80=8
keycode 81=9
keycode 83=4
keycode 84=5
keycode 85=6
keycode 87=1
keycode 88=2
keycode 89=3
keycode 90=0
keycode 91=period
