Moving User Accounts from different servers

I currently have an old FTP server.  I am trying to replace
this FTP server with a new one.  How can I move user/group accounts from the old server to the new one and preserve it's security rights and password info?  I am trying to stay away from re-creating all 250 user/group accounts.

You can copy /etc/passwd, /etc/shadow, and user home directory to new machine!!! it easy.

I believe this is correct if shadow passwords are enabled on the system (a good idea).  If you don't have an /etc/shadow file, just copy the rest, and yes, in theory, it will work.
