I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

The parameters of CGI are get/passed by command line( CGI-Stand alone only ) or StdIn/StdOut file handles.

CGI-Stand alone - Is a executable that, this generate a allways load performance reduced( solving and binding address ) this type is a console, so reduce the overhead from GUI interface.

the excutable Win-CGI is the same early, but the parameters are previously puted  at a file llike a .INI, and the GUI interface is suported.

The third e better type is ISAPI, this is a DLL that the ISS load to handler all web requests. So once loaded is always used without newer address bindings.
