Controls on Setup Toolkit forms not movable

I wanted to move a control on on of the forms in setup1.vbp, however I could not move it nor resize it. The same is so if I add a new control once I have placed it on the form.

Is there an option or property which is causing this?

Select the control and change the select the "Lock controls" option of the "Format" menu.

emoreau, is right. To add to that, you right click on the form and you will find the "lock control" option there also. So  disable the "lock control" to move or resize the control.
If you want to resize or move the ocntrol in the "lock control" mode use the following technique
1. To move. Select the control hold the control key and use arrow key for dirction navigation
2. To resize, select the control hold the shift key and use left or right arrow to size them
