Web Programming Issue

Hi,

I'm new to web programming but i'm very keen to do the web programming. I have some issue need the experts to give me some ideas.

My objective is to develop a program that can do electronic transaction over the web.

1. How many programming tools are available in the market? What are they? What are the strength and weakness of each tools?

2. How am i going to start in order to achieve my objective? Should i start with html first?

3. What are the issue that i need to consider in order to achieve my objective?

4. Where can i get a good reference for achieving my objectives?

as what i know, Java, MS J++, CGI and VB script are some of the tools that can be use to develop web application. So, if i want to develop a web site that can do electronic transaction, what are the thing that i should be consider in terms of technical fields? What is the basic step that i should adopt?
