strip bytes from binary file

Is there a Unix utility to strip bytes from a binary? Ideally, it would take imputs similar to cmp (byte offset) or od (-j skip), for example:

   % strip_util $bin_file 1024 > $new_bin_file

to strip off the first 1024 bytes.
