permissions in cgi-bin

i have a sun server and run apache on it
how should my permissions be setup for the cgi-bin dir?

i tried
chmod -R 000 cgi-bin to deny all access to cgi-bin
and then
chmod -R a+x cgi-bin
to allow people to execute the scripts....

is this correct?
i cant seem to execute a script from the browser....(which did work before i messed with the permissions....)

I set execute and read on all three permissions. Probably an overkill.
