My starting tool bar appears suddenly on top of the screen instead of down the screen...  Cannot change it to the right place.  Though it is not so bad : it annoys me.  How can I rearrange my start screen?

you should be able to drag the task bar to either the left, right, top, or bottom.

just point over the bar and hold down the left mouse button then drag it to where you want it.

now, what do you mean by rearrange the start screen?
well just drag the tool bar and then make it come down
